Irish Public Support for Social Welfare and Income Redistribution Remains Strong

A recent study by the Economic and Social Research Institute (ESRI) reveals that a significant portion of the Irish population supports government intervention to reduce income inequality and enhance social welfare programs. The research, conducted in partnership with Community Foundation Ireland, indicates a consistent level of public backing for policies aimed at improving income distribution, opportunities, and living conditions across the country.

Public Opinion on Taxation and Services

The ESRI study found that 34% of individuals in Ireland would support higher taxes if the revenue generated was allocated to improved or expanded public services. Conversely, 35% believe current tax levels are too high, whereas 25% prefer maintaining the status quo. This places Ireland as the sixth-highest among 27 European countries in terms of willingness to accept increased taxation for better services.

Support for Reducing Income Inequality

Public support for government action to reduce income inequality remains consistently high and is above the European average. The study highlights that this support is particularly strong among women, younger demographics, individuals facing financial hardship, and the working class. Factors influencing this support include political ideology and perceptions of fairness.

Priorities in Government Spending

The research indicates a greater level of public support for government spending on older people and childcare for working families compared to unemployment benefits. However, the disparity between these groups is notably smaller in Ireland than in most other European countries.

Impact of Welfare Fraud Campaign and COVID-19

While 64% of the Irish population believe that social benefits help prevent poverty, the ESRI analysis showed a temporary decline in this view following a government media campaign focused on welfare fraud in 2017. Individuals who experienced job loss or income reduction during the COVID-19 pandemic demonstrated increased support for reducing income inequality.

Expert Commentary

Dr. Daniel Capistrano, ESRI Researcher and co-author of the report, stated that the findings demonstrate a robust social support for strengthening the welfare state in Ireland. He believes that “Policymakers have a favourable environment to design and implement policies that meet the demands for better distribution of income, opportunities and living conditions in Ireland.” ESRI

Denise Charlton, CEO of Community Foundation Ireland, emphasized the sense of fairness and equality within Irish society, even amidst challenges.
