Jakarta Civil Servants Embrace Work From Anywhere Policy Following Eid al-Fitr
The Jakarta Provincial Government has implemented a Work From Anywhere (WFA) system for civil servants (ASN) starting this week, following the Eid al-Fitr holiday. This policy aims to provide greater flexibility for DKI Jakarta provincial civil servants, allowing them to work from various locations without disrupting essential public services.
The initiative is a direct response to Circular Letter Number 2 of 2026 issued by the Minister of Administrative and Bureaucratic Reform (PANRB), concerning adjustments to official duties during national holidays and joint leave for Nyepi (Bali’s New Year) and Eid al-Fitr Tempo.
Authority and Implementation
Heads of regional government agencies and secretariat bureaus have been granted the authority to manage work arrangements through Work From Office (WFO) and WFA schemes. The WFA policy will be in effect on March 16-17, 2026, and March 25-27, 2026 Tempo.
Limitations and Guidelines
The government has capped the number of employees working remotely to a maximum of 50% within each work unit. Permits for WFA are issued selectively, considering organizational needs and individual employee circumstances. Employees working remotely are required to maintain work discipline, including mandatory online attendance checks twice daily, between 06:00-08:00 WIB and 16:00-18:00 WIB Tempo.
Working Hours and Performance Evaluation
During March 16-17, the required working hours accumulate to 7.5 hours per day, increasing to 8.5 hours per day from March 25-27. For employees receiving performance-based allowances (TPP), the fulfillment of working hours remains a key factor in performance evaluations. Supervisors are responsible for verifying employee attendance through the designated system Tempo.
Maintaining Public Service Quality
The DKI Jakarta government emphasizes that this work flexibility must not compromise the quality of public services. All regional government agencies are tasked with ensuring uninterrupted and optimal service delivery while maintaining effective performance targets. The WFA policy does not apply to units providing direct public services that cannot be delivered digitally, including 24-hour public service operations Tempo.
In September 2025, Jakarta Governor Pramono Anung Wibowo revoked a previous work-from-home policy, citing a return to normal conditions in the city, including transportation Voi.id and Jakarta Globe. He also requested ASNs to continue using public transportation every Wednesday, as mandated by Governor’s Instruction Number 6 of 2025 Voi.id.
Previously, in August 2023, the DKI Jakarta Provincial Government implemented a work-from-home policy in response to poor air quality, following a circular issued on August 28, 2025 Kompas.
