Kharkiv Under Fire: Ongoing Attacks and Humanitarian Concerns in Ukraine’s Northeast

Kharkiv, Ukraine’s second-largest city, continues to face relentless attacks from Russian forces, resulting in civilian casualties, infrastructure damage and widespread power outages. As of February 27, 2026, the situation remains volatile, with ongoing fighting and a deteriorating humanitarian situation in the region.

Recent Attacks and Military Activity

The General Staff of the Armed Forces of Ukraine reported that three Russian attacks were recorded in the Kharkiv region since the beginning of the day. In the Yuzhno-Slobozhansky direction, Russian forces attacked twice towards the settlements of Volchansk and Sinelnikovo, but have not yet attempted to advance. In the Kupyansky direction, Russian military forces launched an attack towards Novoplatonovka. The Northern Kharkiv front has been active since May 10, 2024.

Earlier in the day, a Russian UAV struck the village of Verkhnyaya Roganka, causing a fire in a private house and injuring five people, including two children aged 4, and 9. Investigators have opened criminal proceedings under Article 438 of the Ukrainian Criminal Code, classifying the incident as a war crime.

Explosions were reported in Kharkiv throughout the day, with a UAV hitting a civilian enterprise in the Osnovyansky district. A separate strike targeted an educational institution in the Novobavarsky district. Air defense systems reportedly downed a Shahed UAV over the city overnight.

Humanitarian Crisis and Infrastructure Damage

The Kharkiv region is experiencing widespread power outages, with 195 settlements and approximately 67,000 subscribers currently without electricity. Kharkovoblenergo reports that restoring power is hampered by ongoing hostilities and the presence of mines and drones, requiring repair teams to operate under the protection of combat units.

Flooding remains a concern in the Izyum district due to melting snow, with rescuers responding to seven incidents over the past 24 hours to assist residents and pump out water.

Emergency power outages were implemented in Kharkiv and the region to stabilize the network, adding to the challenges faced by residents.

Casualties and Displacement

Russian strikes within the past 24 hours have resulted in at least one death and one injury in the Kharkiv region. A 67-year-ancient man was killed, and a 67-year-old woman was injured when their home in the village of Podsrednee was hit by Russian UAVs. Rescue operations uncovered another body in Podsrednee, bringing the total fatalities to two, with one additional person wounded. Approximately 10,500 civilians have been evacuated from the region.

Ukrainian Defense Efforts

The Institute for the Study of War (ISW) reports evidence of Ukrainian Defense Forces making gains in western Kupyansk, clearing areas previously held by Russian troops. Though, there is currently no evidence of Russian advances in the Kharkiv region.
