Illegal Construction on State land Under Inquiry
Building on public property is prohibited, as clearly outlined in the Water Act. the current focus isn’t on whether a specific area is a dere (a ditch) or a river, but how this construction occurred. Multiple institutions coordinate construction projects, according to Minister of Environment and Water Manol Genov.
Inspections over the past several hours have revealed a single investment intent registered with the Regional Environment Inspectorate: a treatment plant. However, some coordinations occur on paper, not electronically.
Minister Genov has requested a complete report detailing all sites coordinated with the regional inspection, the methods used for coordination, and who authorized the building permit. He emphasized the need for transparency in this process.
Inspections dating back to 2015, initiated by a single individual, previously identified issues on the site. These findings showed significant portions of the water site were occupied – including attractions and a hotel – yet no action was taken.
