Oxxxymiron Sentenced to Community Service in Absentia for “Foreign Agent” Violation

A St. Petersburg court has sentenced exiled Russian rapper Oxxxymiron to 320 hours of community service for violating Russia’s “foreign agent” law, as reported by The Moscow Times on March 24, 2026. The sentencing occurred in absentia, meaning Oxxxymiron was not present in court.

Background: Oxxxymiron and the “Foreign Agent” Law

Miron Fyodorov, known professionally as Oxxxymiron, is a prominent critic of Russian President Vladimir Putin and the invasion of Ukraine. He left Russia in 2022. The Russian Justice Ministry designated him as a “foreign agent” in October 2022, a label that carries significant legal and social implications.

The “foreign agent” law, officially known as the Law on Non-Commercial Organizations Performing the Functions of Foreign Agents, requires individuals and organizations receiving funding from abroad, or deemed to be acting in the interests of foreign entities, to register with the government and label their materials as such. Critics argue the law is used to suppress dissent and stifle independent journalism.

Arrest Warrant and Previous Fines

In 2024, Russian law enforcement issued an arrest warrant for Oxxxymiron after he allegedly failed to include the required “foreign agent” disclaimer in his Telegram posts, according to Mediazona. Prior to this sentencing, Oxxxymiron had already been fined twice for similar violations.

Additional Penalties and Censorship

Oxxxymiron has also faced financial penalties for “discrediting” the Russian military. In 2023, a judge banned one of his songs due to lyrics deemed to call for the “violation of the Russian Federation’s territorial integrity,” as reported by The Moscow Times.

Broader Context: Crackdown on Dissent

This case is part of a broader trend of increasing restrictions on freedom of expression and a crackdown on dissent in Russia, particularly since the start of the war in Ukraine. Fresh Lines Magazine notes that hundreds of individuals and organizations critical of the government, including opposition leader Vladimir Kara-Murza, have been labeled as “foreign agents.”

Radio Free Europe/Radio Liberty reported in January 2023 that Oxxxymiron was fined for lyrics in his song “Oida” which predicted Russia’s disintegration over its aggression against Ukraine.
