Ukraine to Receive First Tranche of €90 Billion EU Loan in Q2 2026

The European Union is finalizing the legal framework to disburse a €90 billion loan to Ukraine over the next two years. The first tranche of this financial aid is anticipated to be delivered in the second quarter of 2026.

This information was confirmed by European Commission spokesperson Matei Berestecki during a briefing on January 5, as reported by RBK ukraina.

Approval Process and Timeline

The European Commission has proposed granting Ukraine the €90 billion loan under a framework of “enhanced cooperation.” This proposal is currently under review by the Council of the European Union, where it requires a qualified majority vote for approval – meaning it cannot be blocked by a single member state.

Additionally, the European Parliament’s consent is necessary for the “enhanced cooperation” decision. The Commission expects both of these approvals to be secured “within the next few weeks.”

Alongside the approval process, the European Commission is developing a regulation outlining the specific conditions attached to the loan. This regulation, along with proposed adjustments to the EU’s 2027 multi-annual budget to accommodate the loan, are slated for adoption in January.

“We recognize the urgency of Ukraine’s financial needs. We plan to pay out the first tranche to Ukraine no later than the second quarter of 2026,” Berestecki stated.

Background: EU Support for Ukraine

The €90 billion loan is part of a broader package of financial assistance from the EU aimed at supporting Ukraine’s economy during the ongoing conflict with Russia. The funds are intended to help Ukraine maintain essential government services, rebuild infrastructure, and address its important budgetary needs. The European Council approved the Ukraine facility, which provides the framework for this substantial financial support, in December 2023.

The Ukraine Facility is designed to provide predictable financial assistance to Ukraine over a four-year period, combining grants and loans. The loan component,totaling €90 billion,is now moving towards implementation following the Commission’s proposals and the ongoing approval processes.
