EU Unlocks Recovery Funds for Hungary After Anti-Corruption Reforms

The European Commission has authorized the release of a portion of funding to Hungary. This move followed the Hungarian government’s implementation of measures that “strengthen the Hungarian framework for fighting corruption” and “improve the transparency of public funds and public procurement,” as well as measures aimed at strengthening the independence of the judiciary. While these funds are now accessible, a significant portion of Hungary’s total allocation remains frozen.

The Basis for Releasing EU Funds

The European Commission’s decision to unlock a portion of the funding was contingent upon Hungary meeting conditions. According to an official statement, the Hungarian government adopted measures to strengthen the independence of its judiciary.

Key reforms credited for this release include:

  • Judicial Independence: Measures aimed at strengthening the independence of the judiciary.
  • Public Procurement: Changes to the framework for public spending to “improve the transparency of public funds and public procurement” and “strengthen the Hungarian framework for fighting corruption.”

These conditions were set in response to concerns from Brussels regarding the previous government of Viktor Orbán, which had not been able to respect the conditions set, notably regarding the fight against corruption.

Remaining Frozen Assets

Despite the release of the funds, the European Commission continues to withhold a substantial amount of financial support.

Comparison of Funding Status

The recovery funds are part of a recovery fund created five years ago to support economic recovery in member states after the Covid-19 pandemic. After a pre-financing of 900 million euros, Hungary had not received another cent because the previous government of Viktor Orbán had not been able to respect the conditions set.

Status Amount Primary Condition
Released a portion of funding Judicial and anti-corruption reforms
