Latvia Voter Register Failure: CVK Prepares 5 Scenarios

CVK has prepared five scenarios in case the voter register in Latvia fails Latvia’s Central Election Commission (CVK) has developed contingency plans to ensure the integrity of European Parliament elections even if the national voter register encounters technical or administrative issues. These scenarios are designed to safeguard voter access and maintain electoral continuity under various disruption scenarios. The Electoral Register in Latvia is managed jointly by the Office of Citizenship and Migration Affairs (OCMA) and local governments. It serves as the official list for voter registration in European Parliament elections, with each voter assigned to a specific polling station based on their registered residence. Voters can verify their assigned polling station through OCMA’s e-service or by contacting the Central Election Commission hotline. If a voter finds their initially assigned polling station inaccessible on election day, they may request a change to another polling station within Latvia or abroad. This option was available from March 16 to May 7, 2019, for the 2019 European Parliament elections. Changes could be submitted online via OCMA’s e-service for polling station changes or in person at any local government office responsible for residence declarations. These procedures reflect Latvia’s commitment to accessible and resilient electoral processes, ensuring that voters retain the ability to participate even when standard registration systems face challenges.
