A Charlotte County man, Jeffrey Feltman, was arrested on Wednesday, March 12, 2026, and faces charges of animal cruelty and abandonment after his dog, Neffy, died of heatstroke. The incident occurred in May 2025, at a home in Port Charlotte, Florida.

Details of the Case

According to a letter from Charlotte County Animal Control to the State Attorney’s Office, Neffy, an 11-year-old German Shepherd mix, was left tethered outside for an extended period with no access to shelter or water. When animal control officers arrived at the residence on Normandy Drive, they found Neffy deceased due to heatstroke.

Officer Brianna Beatty responded to a call regarding a dog in distress and discovered Neffy already dead. Authorities emphasize the critical need for swift action when heatstroke is suspected in dogs, urging immediate veterinary care and cooling measures.

Charges and Investigation

Jeffrey Feltman, 28, has been charged with confinement/abandonment of animals and animal cruelty. A family member reportedly stated that Feltman loved his dog, Neffy. However, investigators determined the animal suffered a horrific death due to the prolonged exposure to the sun.

Charlotte County Animal Control reminds residents that dogs left outside must have access to shelter and water.
