Millionaires Flee London Amidst Tax Concerns

In recent months, several multimillionaires have left London, relocating to countries with more favorable tax systems, including the United Arab Emirates, the United states, Italy, Monaco, and Switzerland.

Sir Sadiq Khan, the Mayor of London, has expressed concern over this trend. The departures involve prominent business figures, financiers, and investors. He cautioned against treating these wealthy individuals as “scapegoats,” a remark seen as a critique of Rachel Reeves, the UKS finance minister.

Reeves has proposed new policies targeting the wealthy, while the left wing of the governing Labor Party advocates for a wealth tax. According to Henley & Partners, a British investment migration consultancy, the UK is experiencing a faster rate of millionaire and multimillionaire emigration than any other country globally. In 2024, the UK saw a net loss of approximately 10,800 millionaires, with a projected further loss of 16,500 in 2025, representing nearly $92 billion in wealth.

Tax Treatment

These figures are subject to debate, with some experts disputing thier accuracy or questioning the methodologies used. The UK Revenue Agency has not confirmed a mass emigration event. However, wealth management advisors suggest that tax policies concerning large fortunes are contributing to these departures.

The Labor government has abolished the tax regime for “non-residents” – individuals residing in the UK but maintaining their primary residence elsewhere – which previously allowed them to avoid taxation on foreign income, effective April 6, 2025. Approximately 73,700 individuals were classified as ‘non-residents’ in the UK in 2024.

Reforms to inheritance tax, capital gains tax, and the potential introduction of a tax on luxury properties are also cited as factors influencing these relocation decisions.
