Texas House Primaries See Incumbent Resilience, Key Battles Over Policy

Texas House primaries largely favored incumbents on Tuesday, marking a shift from the significant turnover seen in the 2022 Republican primaries. Even as some contests remained close, the results indicated a more stable landscape, even as divisions within the Republican party and strategic battles over key policy issues played out.

Incumbent Strength and Limited Turnover

Unlike the intraparty warfare that led to substantial changes in the GOP side two years ago, this election cycle saw most incumbents poised to win their primaries. The results suggested at least three incumbents would be ousted, highlighting some remaining divisions within the Republican party while also reflecting the departures of Democrats seeking higher office. More than 20 new lawmakers are still expected in the lower chamber in 2027 due to representatives seeking other positions or retiring.

Key Primary Battles and Outside Spending

The most competitive primaries were fueled by significant outside spending and focused on issues like casino legalization, tort reform, and the ongoing tension between establishment Republicans and more conservative factions. These contests often involved proxy wars between well-funded groups.

Casino Legalization Fight

Candidates backed by Miriam Adelson, owner of the Las Vegas Sands casino empire, clashed with gambling opponents supported by oil billionaire Tim Dunn. While the casino groups failed to unseat all four Abbott-backed incumbents they targeted, including Reps. Terri Leo-Wilson, R-Galveston, and David Lowe, R-North Richland Hills, the issue remains a significant point of contention.

Tort Reform Showdowns

Texans for Lawsuit Reform (TLR), a powerful Republican fundraising organization, faced setbacks in its efforts to oust incumbents who opposed its proposed medical malpractice caps. Reps. Marc LaHood, R-San Antonio; Mark Dorazio, R-San Antonio; and Andy Hopper, R-Decatur, successfully defended their seats against TLR-backed challengers. However, TLR did achieve a win in the race to succeed retiring state Rep. Giovanni Capriglione, R-Southlake, with Keller Mayor Armin Mizani defeating businessman Fred Tate, despite millions spent by TLR PAC.

Dunn-Backed Challengers

Tim Dunn’s support proved effective in some races. Republican Rep. Cecil Bell Jr. Of Magnolia lost to Kristen Plaisance, whom Dunn backed. As of Wednesday morning, Stan Kitzman of Pattison was trailing Dennis “Goose” Geesaman, also backed by Dunn. However, Dunn’s efforts to oust Rep. Ken King, R-Canadian, and Angelia Orr, R-Itasca, were unsuccessful.

Democratic Primaries and Upset Victories

On the Democratic side, Rep. Chris Turner of Grand Prairie suffered a surprising defeat to Grand Prairie City Council member Junior Ezeonu. In Houston, longtime Democratic state Reps. Harold Dutton and Hubert Vo faced primary challenges backed by the Texas AFL-CIO. Dutton appeared on track to win, while Alief ISD Board President Darlene Breaux likely forced Vo into a runoff.

Senate Races and Lieutenant Governor Patrick’s Influence

Lt. Gov. Dan Patrick’s influence appeared strong in state Senate races, with his endorsed candidates, Brett Ligon and David Cook, winning by significant margins in open races. State Rep. Trent Ashby, R-Lufkin, successfully defended his seat against Rhonda Ward, whose campaign was largely funded by a $2 million donation from a conservative East Texas businessman aligned with the Texas secession movement.

Looking Ahead to November

The general election on November 3rd will be closely watched, with Democrats hoping a competitive U.S. Senate race will boost their candidates throughout the Legislature. The departures of experienced Democratic lawmakers like James Talarico, Gina Hinojosa, Vikki Goodwin, and Jon Rosenthal will create vacancies, but their likely successors are familiar with the political process, with Goodwin’s chief of staff, Pooja Sethi, winning her seat and others poised to succeed them.
