US-China Relations: A New Cold War Strategy?

Recent statements suggest Donald Trump is exploring potential agreements with Chinese authorities regarding TikTok, claiming a resolution is “practically” within reach. However, the United States and China remain locked in complex trade disputes, needing to find common ground – or at least a temporary truce – to resolve ongoing tariff conflicts. The Wall street Journal highlights contrasting approaches taken by Washington and Beijing in navigating these tensions.while Trump appears to be pursuing an aggressive economic strategy against China, President Xi Jinping seems to be engaged in a broader, all-encompassing Cold War against the White House. This difference is notable, as Xi is operating under a long-term, carefully constructed strategy, informed by lessons learned from the Soviet unions experience during the first Cold War.

Beijing aims to achieve what Mao Zedong termed “thorough strategic equilibrium” – a stable balance where American pressure is manageable and China gains time to reach parity with the US. A key takeaway from the soviet collapse, according to Chinese leadership, centers on economic policy. The Soviets prioritized heavy industry, focusing on energy and military production. In contrast, China is striving for self-sufficiency, aiming to produce everything and fortify its economy against US commercial and technological restrictions, while continuing to capitalize on global demand for its products.

Beyond economics, China’s strategy focuses on avoiding the isolation experienced by the Soviet Union. This involves weakening US alliances and promoting a “multipolar” world order, where nations engage with multiple global powers rather than aligning with a single dominant force.

Continued military modernization is also a component of this strategy, but without engaging in a costly arms race with the United States. However, the Wall street Journal emphasizes that the core of China’s plan lies in strengthening the control of the Chinese Communist Party over all facets of the national economy. Xi Jinping frequently references the fall of the Soviet union as a cautionary tale. In a 2013 speech to party officials, he questioned, “Why did the Soviet Union disintegrate? Why did the Communist Party of the Soviet Union fall apart?”

The trade war initiated by Trump in 2018 and 2019 reportedly served as a wake-up call for China, demonstrating the US intent to maintain its world supremacy. Caught off guard by Trump’s tactics, Chinese leadership initiated a reassessment of the historical Cold War dynamics. Now, China’s objective appears to be to compete in – and ultimately win – this New Cold War against the United States. Xi Jinping urges the party to remain patient, believing that the global balance of power will inevitably shift in China’s favor. The question remains whether this approach will be sufficient to overcome the challenges posed by the US and secure a favorable outcome in this evolving geopolitical landscape.
