Jakarta Padel Field Sealed Over Permit Violations and Lack of Safety Certificate
The East Jakarta City Government has permanently sealed a padel field in the Pulomas area of Kayu Putih Village, Pulogadung District, due to inconsistencies with its building permit and the absence of a functional fitness certificate (SLF). The action was carried out on Thursday, February 26, 2026, following a warning letter issued to the owner.
Action Taken by City Government
Wiwit Djalu Adji, Head of the East Jakarta Human Settlements, Spatial Planning and Land Services (DCKTRP), stated that the sealing followed a previous temporary sealing and the issuance of a warning letter requesting permanent closure. The government is enforcing regulations regarding building compliance and safety standards.
Permit Issues and Lack of SLF
The primary reasons for the sealing are discrepancies in the building permit and the lack of a functional fitness certificate (SLF). An SLF is a mandatory document confirming a building’s suitability for its intended use and adherence to technical standards. Even though the owner had begun demolishing violating parts of the building following a prior Violation Warning Letter (SPP), operations were halted due to the missing SLF.
One-Day Grace Period for Valuables
The owner was granted one day to remove personal belongings from the premises before the permanent sealing was completed. A notification banner was posted indicating the building’s sealed status and suspension of operations, citing violations of Law Number 6 of 2023, Government Regulation Number 16 of 2021, and/or Government Regulation Number 21 of 2021.
Broader Enforcement Efforts
Wiwit Djalu Adji indicated that this action is part of a broader effort to address non-compliant padel fields across Jakarta, including Central, North, West, South, and East Jakarta. The city government is drafting regulations for re-licensing and enforcement.
Resident Complaints and Legal Challenges
The sealing follows protests from Pulomas residents who complained about noise and traffic congestion caused by the padel field. These complaints led to a case being filed at the Jakarta State Administrative Court (PTUN), citing disturbances from gaming activities and late-night events.
Demolition Not Currently Planned
While the possibility of total demolition was considered, it is not currently planned as the building still possesses a Building Construction Approval (PBG). However, operations will remain suspended until all administrative and technical requirements, including the SLF, are met.
Collaboration with Local Authorities
The enforcement process involved collaboration with regional elements, including representatives from the local Residents Association (RT/RW), sub-district heads, and relevant city-level agencies.
