Latvian Businesses Embrace Digital Document Management, E-Invoicing Adoption Grows
As electronic communication becomes increasingly central to business operations, Latvian companies are rapidly adopting digital document management practices. A recent survey reveals a significant shift away from traditional paper-based systems, with email and integrated communication apps playing a larger role in daily workflows. The move is driven by both efficiency gains and regulatory requirements, particularly concerning communication with government institutions.
The Rise of Digital Documents
A survey conducted in January 2026 by Jumis Pro, a Latvian business management and accounting system developer, found that 94% of Latvian companies now send and receive business documents – including contracts, invoices, and official announcements – via email. This represents a substantial increase in reliance on electronic communication.
Alongside email, 35.7% of companies are utilizing the Latvija.lv portal for document exchange. This is largely due to the mandate, effective January 1, 2023, requiring all legal entities to have an official electronic address for official communication with state and local government bodies.
23.7% of respondents have integrated popular messaging applications like WhatsApp and Messenger into their document circulation processes, using them for tasks such as sending invoices and internal communication, like abandon applications.
Paper Still Has a Place, But Declining
Despite the growing preference for digital methods, paper documents haven’t been entirely eliminated. The survey indicates that at least one-third of companies still rely on physical document exchange. 18% deliver printed, signed documents directly to partners, while 13.7% utilize postal services. An additional 14.7% employ internal computer networks and file-sharing systems.
Interestingly, over half of the companies (52.5%) still consider paper the primary form of document exchange, with others using printouts as backup copies.
PDF Remains the Preferred Format
When preparing documents, 83.6% of respondents favor the PDF format. Its popularity stems from its security features – making unauthorized edits more tough – and its support for digital signatures. PDFs also offer efficient file sizes, making them easy to transmit via email. 16% of respondents still use text editors or spreadsheet programs, while paper documents remain in use.
E-Invoicing Adoption on the Rise
The use of e-invoices is also gaining traction, currently employed by 37.3% of Latvian companies. However, this means that almost two-thirds of companies will necessitate to adopt e-invoicing in the coming years.
Viesturs Slaidiņš, head of Jumis Pro, emphasizes the importance of preparation: “The results of the survey allow us to accurately diagnose the state of e-invoices in the Latvian business environment. Their role in invoicing continues to grow, but overall is still not high enough considering where e-invoicing will develop into the only form of invoicing in the near future. To make it as easy as possible, I invite you to start preparing for the inevitable now.”
