Valerii Zaluzhnyi: From Battlefield Commander to UK Ambassador
Former Commander-in-Chief of the Armed Forces of Ukraine, Valerii Zaluzhnyi, now serving as Ukraine’s Ambassador to the United Kingdom, has cautioned against predicting the outcome of modern warfare, citing its evolving nature and the lack of effective global solutions to curb escalating conflicts. His observations highlight the complex interplay between military strategy, political decisions and technological advancements in contemporary warfare.
The Unpredictability of Modern Conflict
Zaluzhnyi emphasizes that accurately forecasting the course and resolution of modern wars is increasingly difficult. This stems from profound changes in the character of war itself, coupled with the international community’s inability to swiftly address emerging threats. He argues this lack of timely response has contributed to the proliferation of conflicts, notably in Europe and the Middle East, demonstrating a trend towards increasingly globalized warfare.
The Dual Consequences of War
Zaluzhnyi posits that war invariably yields two primary consequences. First, a victor emerges, gaining territory or defending existing holdings, although a corresponding party experiences loss. This process, he asserts, is fundamentally driven by state policy enacted through violence, creating heroes, historical revisionists, and military leaders – while also resulting in casualties. However, he draws a parallel to historical figures like Winston Churchill, Franklin Roosevelt, and Charles de Gaulle, who, while responsible for navigating global conflicts, also laid the groundwork for future ones.
A Cycle of Conflict
He explains that these leaders, through their experiences and training, inadvertently contributed to the creation of global solutions that demanded responsibility for the future. However, the terms imposed after conflicts, such as the Treaty of Versailles in 1919, can breed resentment and ultimately lead to subsequent wars. He cites Germany’s discontent following World War I as a direct precursor to World War II, fueled by territorial losses and economic hardship.
Russia’s Pursuit of Revenge
Drawing a parallel to contemporary geopolitics, Zaluzhnyi suggests that Russia’s current actions are motivated by a desire to avenge its perceived losses in the Cold War. He argues that Russia seeks to reassert its dominance in Europe and maintain influence in regions like the Middle East through the use of force.
The Impact of Technology: Drones and the “Kill Zone”
Zaluzhnyi highlights the transformative impact of technology on modern warfare, particularly the proliferation of inexpensive and effective drones. This development, he contends, levels the playing field, enabling even states with limited resources to achieve significant combat capabilities. He specifically warns against underestimating the risks associated with the “kill zone” concept, where drone technology creates an environment where human presence is not only dangerous but “physically impossible” due to constant surveillance and targeted attacks.
Ukraine’s Path to Peace
Zaluzhnyi stresses that Ukraine requires a just and lasting peace achieved through war, rather than a temporary pause for political maneuvering, to ensure its future security. He previously characterized a return to Ukraine’s borders as they existed in 1991 or 2022 as a “white swan” – a highly improbable outcome given Russia’s continued military capacity.
As of March 23, 2026, Valerii Zaluzhnyi continues to serve as Ukraine’s Ambassador to the United Kingdom, bringing his extensive military experience and strategic insights to bear on diplomatic efforts.
