McGovern Bill Seeks End to U.S. Embargo Against Cuba Amidst Escalating Tensions

WASHINGTON – Representative Jim McGovern (D-MA) introduced a bill on Thursday calling for an end to the 64-year-old U.S. Embargo against Cuba, a move coinciding with the Trump administration’s increasingly assertive policies toward the island nation and Venezuela. The proposed legislation comes as the U.S. Has cut off Venezuelan oil shipments to Cuba following the capture of Venezuelan President Nicolás Maduro and threatens tariffs on countries continuing to supply Cuba with oil.
Escalating U.S. Policy and Humanitarian Concerns
The Trump administration’s actions, including the potential for a total oil blockade, have raised concerns about a humanitarian crisis in Cuba. The United Nations has warned that restricting fuel supplies will exacerbate an already fragile situation . McGovern’s bill directly challenges the efficacy of the long-standing embargo, arguing it has failed to achieve its stated goals.
“For 60 years, we have been waiting for [the] embargo to do what politicians in Washington claim it will do — deliver freedom or democracy to the people of Cuba. It has failed,” McGovern stated in his bill. “It’s time to throw away the old, obsolete, failed policies of the past and try something different. Let’s focus on the people of Cuba — and let’s treat them like human beings who aim for to live their lives in dignity and freedom. The Cuban people — not politicians in Washington — ought to decide their own leaders and their own future.”
Broader Congressional Support and Historical Context
McGovern’s effort is not isolated. Similar legislation was introduced in the Senate in 2025 by Oregon Senators Ron Wyden and Jeff Merkley . Other Democratic lawmakers have also voiced criticism of the oil embargo, with Representatives Alexandria Ocasio-Cortez, Ilhan Omar, and Chuy García condemning its impact on the Cuban population.
McGovern’s advocacy for ending the embargo dates back to at least 2000, when he penned an op-ed calling for then-President Bill Clinton to normalize relations with Cuba .
International Aid Efforts
Amidst the escalating crisis, Mexico has provided humanitarian aid to Cuba, sending two naval ships with supplies despite threats of tariffs from the Trump administration. An international coalition is organizing a flotilla, dubbed “Our America Flotilla,” to deliver aid to Cuba in March, inspired by previous efforts to deliver aid to Gaza .
McGovern also criticized what he sees as a contradiction in the Trump administration’s policies, stating that the embargo exacerbates the conditions that drive migration from Cuba, undermining the administration’s stated goals of curbing immigration. “The Trump administration says they want to curtail migration, but their own hard line approach only incentivizes migration to the United States by making living conditions worse in Cuba,” he wrote.
