C48 Diesel Import Ban: Indonesia Importers Face Challenges

Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia confirmed that imports of C-48 type diesel will stop this year. This policy is in line with increasing domestic refinery capacity and optimizing the mandatory biodiesel program.

Bahlil said that Indonesia’s plan to stop importing diesel fuel made many imports unhappy. It even makes them stomach ache.

“So in 2026 we will no longer import C-48 diesel. This information is good for us but not good for importers. This is what I want to talk about regarding independence and sovereignty. Importers will definitely have stomach aches,” said Bahlil at a Public Lecture at the Borobudur Hotel, Jakarta, Thursday (12/2/2026).

Bahlil said that Indonesia’s annual diesel consumption reaches 38 to 39 million kiloliters. Of this total, 15 to 16 million kiloliters were imported.

However, through the ongoing policy of gradual biodiesel blending from B10, B20, B30 to B40, diesel imports have been successfully reduced.

“So now our imports in 2025 of diesel will not be more than 5 million kiloliters. The rest is already domestic. The mixture from our lifting and refinery is supplemented with B40,” explained Bahlil.

“So, in 2026, ladies and gentlemen, we have planned everything because our refinery in Balikpapan will add 100,000 barrels, which is approximately an increase of 3 to 4 million kiloliters,” he added.
