Colombia’s MinTIC Drives Digital Inclusion with $30 Billion Investment
Colombia’s Ministry of Information and Communications Technologies (MinTIC) is accelerating digital inclusion across the country, with a significant investment exceeding $30 billion Colombian pesos (approximately $7.5 million USD as of March 20, 2026) between 2022 and 2026. The initiative focuses on expanding connectivity, providing technological tools to educational institutions and enhancing digital skills among citizens, particularly in remote and underserved communities.
Expanding Connectivity Across Cesar Department
Recent efforts have concentrated on the Cesar Department, where MinTIC has delivered technological tools to 106 educational institutions. This investment totals $3,862 million Colombian pesos (approximately $965,500 USD). The initiative includes the distribution of 785 Computers for Education to 32 educational centers in Valledupar, benefiting nearly 11,000 students [1].
MinTIC plans to deploy over 1,600 kilometers of fiber optic cable in Cesar, connecting 10,500 homes and establishing 26 free public WiFi zones in municipalities including Agustín Codazzi, La Paz, Manaure, Pueblo Bello, San Diego, and Valledupar. Valledupar currently has 801 operational base stations, with 42 supporting 5G technology, providing 97% coverage [2].
Focus on Digital Skills Development
Beyond infrastructure, MinTIC is prioritizing digital literacy. Programs like Talento TECH, Senatic, and Mujeres TIC have trained 17,091 individuals in Cesar Department in essential digital skills. 67,592 people have participated in the CiberPeace program, which promotes safe and responsible internet usage [2].
Reaching Indigenous Communities
The Digital Centers program is extending connectivity to indigenous communities, such as the Kankuamo people. This program provides internet access and benefits approximately 100 regular users in the area. The initiative aims to balance technological advancement with cultural preservation, enabling communities to leverage technology for education and economic development.
Supporting Rural Economic Development
MinTIC is also supporting rural producers through the “Tu Negocio en Línea” (Your Business Online) program. This initiative provides tools and training to help farmers market their products – including palm, rice, cassava, and dairy – in the digital marketplace. This was highlighted during a recent agricultural fair in Cesar Department [4].
