Ukraine Offers Japan Front-Line Military Expertise, Weapons in Defense Cooperation Push

Kyiv is prepared to share its hard-won battlefield experience and battle-tested weapons with Japan, potentially reshaping bilateral defense cooperation, particularly in areas like drone technology, air defense systems and industrial partnerships, Ukraine’s ambassador to Japan has revealed. This offer comes as Japan considers easing restrictions on military exports.

Ukraine’s Offer to Japan

According to Yurii Lutovinov, Ukraine’s ambassador to Tokyo, Ukraine has accumulated significant expertise in modern warfare over the past four years of conflict with Russia. “Over the past four years of war with Russia we have gained extensive expertise in modern warfare and developed technologies, especially drone and counterdrone systems, that we are willing to share,” Lutovinov told The Japan Times.

Japan’s Shifting Defense Policy

The Ukrainian offer coincides with a potential shift in Japan’s defense export policy. Prime Minister Sanae Takaichi’s government is considering removing a restriction that currently limits Japan’s military exports to five non-lethal categories as early as this spring. This change could facilitate greater defense-industrial collaboration between Japan and Ukraine. Chief Cabinet Secretary Minoru Kihara reaffirmed Japan’s commitment to supporting Ukraine with reconstruction and humanitarian aid on February 24, 2026, the fourth anniversary of Russia’s full-scale invasion. Kihara condemned Russia’s actions as a violation of the international order.

Japan’s Support for Ukraine

Japan has emerged as a strong supporter of Ukraine in its conflict with Russia. As noted by the Air University, Japan is considered Asia’s most resolute backer of Ukraine. Diplomatic relations between Japan and Ukraine were established on January 26, 1992, shortly after the dissolution of the Soviet Union, with Japan having extended diplomatic recognition on December 28, 1991. Japan and Ukraine maintain embassies in each other’s capitals – Ukraine’s in Tokyo and Japan’s in Kyiv.

Implications for Bilateral Cooperation

The potential for increased defense cooperation between Japan and Ukraine could involve the transfer of technology, co-development of weapons systems, and joint military exercises. The easing of Japan’s export restrictions is a key enabler for this collaboration. This development reflects a broader trend of strengthening security ties between Japan and countries facing similar geopolitical challenges.
