The Indonesian Ministry of Health (Kemenkes) emphasized that hospitals are not permitted to refuse patients with temporarily inactive National Health Insurance (JKN) membership status, including participants who receive Health Insurance Contribution Assistance (PBI).
This confirmation is stated in Circular Letter Number HK.02.02/D/539/2026, which was issued on Wednesday (11/02/2026).
Through this policy, the Ministry of Health ensures that administrative problems with membership do not impact patient safety or hinder medical services needed according to medical indications.

The Director General of Advanced Health at the Indonesian Ministry of Health, Azhar Jaya, emphasized that patient safety must be a priority for all health service facilities.
“Hospitals must not refuse patients just because their JKN status is temporarily inactive. Administrative aspects must not hinder the medical services that patients need,” said Azhar, quoted Thursday (12/2).
The provisions prohibiting rejection are valid for a maximum of three months after the membership status is declared temporarily inactive by BPJS Health.
During that time, hospitals are still obliged to provide services according to professional standards, by prioritizing emergency services and essential medical procedures that save lives and prevent disability. Services must also be provided until the patient’s condition is stable and can be followed up through a referral system.
Azhar emphasized that the state must be present to ensure that people, especially vulnerable groups such as PBI participants, continue to have access to health services.
“Don’t let any patient’s treatment be delayed due to administrative obstacles. Patient safety is a non-negotiable priority,” he stressed.
