Anonymous Gold Donation to Bolster Osaka’s Aging Water Infrastructure
Osaka, Japan – The city of Osaka has received an extraordinary donation of 21 kilograms of gold bullion, valued at approximately $3.6 million (560 million yen), from an anonymous benefactor earmarked for the repair of the city’s aging water pipes. The donation, delivered to the Osaka City Waterworks Bureau in November, was revealed by Mayor Hideyuki Yokoyama on Thursday, February 19, 2026.
Addressing a Critical Infrastructure Need
Osaka, Japan’s third-largest city with a population of nearly three million, faces significant challenges with its aging water and sewer infrastructure. Like many Japanese cities, Osaka’s pipes are nearing the complete of their service life, raising concerns among residents about potential disruptions and safety hazards. According to the city’s waterworks bureau, Osaka recorded over 90 instances of water pipe leaks under city roads in the fiscal year ending March 2025.
Mayor Yokoyama’s Response
“It’s a staggering amount and I was speechless,” Mayor Yokoyama told reporters. “Tackling aging water pipes requires a huge investment, and thank enough for the donation.” He also noted that the donor had previously contributed 500,000 yen (approximately $3,300) in cash for water installation projects.
The Context of Japan’s Infrastructure Challenges
The donation comes at a crucial time for Japan, where more than 20% of water pipes have exceeded their official 40-year service life. Concerns over infrastructure safety were heightened last year when a sinkhole in Saitama Prefecture swallowed a truck, an incident linked to a damaged sewer pipe. This event prompted increased efforts to replace corroded pipes nationwide, though budget constraints have hampered progress.
Osaka’s Plan for the Gold
The Osaka City Waterworks Bureau has affirmed its commitment to utilizing the gold donation specifically for improving waterworks projects, honoring the donor’s wishes. The bureau will oversee the process of converting the gold into funds for pipe repairs, and upgrades.
Political Implications and Future Plans
The donation arrives amidst discussions about broader urban reorganization plans for Osaka. Osaka Governor Hirofumi Yoshimura and Mayor Hideyuki Yokoyama are considering resigning to hold a double election in conjunction with the next House of Representatives election, potentially to revisit the “Osaka metropolis plan” – a proposal to restructure the city into multiple special wards. This plan has been rejected by voters in previous referendums in 2015 and 2020.
Hideyuki Yokoyama assumed office as the Mayor of Osaka on April 9, 2023, and is affiliated with the Nippon Ishin no Kai party nationally and the Osaka Restoration Association locally. He graduated from Kwansei Gakuin University with a degree in economics in 2004 before entering public service.
