Bulgaria’s GERB Leader Calls for Energy Independence and Economic Growth
Bulgaria’s GERB party, led by Boyko Borisov, recently outlined a vision for the country’s future focused on energy independence, economic growth, and continued European integration. The announcements came during a party congress where Borisov was unanimously re-elected for a new mandate.
Energy Security and Potential
Borisov emphasized Bulgaria’s potential to become a significant energy supplier for Europe, citing substantial gas deposits within the country. He stated that Bulgaria could supply half of Europe’s gas needs and benefit from setting prices that would attract further investment. He highlighted new production of non-ferrous metals in the Stara Planina and Rhodopes regions.
He also predicted continued high oil prices, even if conflicts in the Middle East were to resolve, due to the profits generated by major oil-producing nations. He pointed to the United States as a leader in shale gas production, noting the development of new technologies for extraction.
Negotiations with Turkey regarding the “Botash” agreement and potential participation in gas exploration in the Khan Tervel field north of Khan Asparuh were also discussed. Bulgaria is currently in talks to renegotiate the agreement with Botash, and Turkey is expected to participate in exploration efforts in the Khan Tervel field.
Political Alliances and Euro-Atlantic Integration
Borisov acknowledged the contributions of various political parties, including Slavi Trifonov’s party, Zafirov, and Gutsanov, in forming minority governments. He specifically thanked the DPS (Movement for Rights and Freedoms) for their support in securing Bulgaria’s entry into the Eurozone, Schengen area, and the lifting of monitoring mechanisms. He also credited the team led by Tomislav Donchev for passing legislation related to the Recovery and Resilience Plan (PVU) and attracting billions in investment.
He underscored the importance of maintaining strong relationships within the party, emphasizing his ability to mediate and unite different factions. He also highlighted the positive engagement of mayors from Burgas and Stara Zagora in strengthening the party’s structures.
Infrastructure and Economic Goals
Borisov advocated for the continued development of the Balkan Stream pipeline and the Burgas-Alexandroupolis pipeline. He recalled a period when Varna was a prominent destination and Sofia hosted frequent European Council meetings and prime ministerial visits, positioning Bulgaria as a key player in Europe.
The GERB Congress adopted a declaration reaffirming the party’s right-wing, popular-conservative, and European Christian democratic ideology. The declaration emphasized GERB’s role as the only national party capable of representing all regions, professional communities, and age groups.
Key economic goals outlined in the declaration include:
- Achieving economic growth exceeding 4% of GDP and reaching a GDP of 200 billion euros by 2030.
- Expanding potential in areas such as artificial intelligence, space technologies, electronics, and the defense industry.
- Strengthening the state’s commitment to education.
- Reducing state intervention in the economy and fostering entrepreneurship.
Upcoming Elections and Presidential Candidacy
The GERB Executive Committee has been mandated to negotiate the formation of a pro-European majority in the 52nd National Assembly following the April 19, 2026 elections. The party also intends to nominate presidential candidates aimed at fostering national agreement among political forces.
