Diplomatic Protocol and Civic Engagement: A Statement from the Ministry of Foreign Affairs
The Ministry of Foreign Affairs recently addressed the participation of a foreign diplomat in a public exhibition held in the capital on July 16th. The demonstration involved the observed presence of Irene Maria Planck, the German Ambassador to Bulgaria.
The Ambassador’s participation stemmed from a demonstration supporting Blagomir Kotsev, the recently arrested mayor of Varna, which took place on Wednesday. This event has prompted a formal response from the Ministry, underscoring the importance of established diplomatic norms.
the Ministry affirmed its commitment to strong, collaborative relationships with the entire diplomatic corps accredited within Bulgaria. It highlighted the value placed on open communication and a positive working atmosphere with foreign embassies operating within the contry’s borders. As of 2024,Bulgaria maintains diplomatic relations with 188 countries globally, demonstrating the breadth of these crucial partnerships.
However, the statement also stressed a fundamental principle of international relations: respect for the internal political affairs of the host nation. Maintaining impartiality and avoiding interference in domestic processes are considered essential for fostering mutual trust and positive relations between governments.Recent examples of diplomatic tensions arising from perceived interference in other nations’ elections demonstrate the sensitivity surrounding this issue.
Therefore, the Ministry respectfully requests that all diplomatic missions and their leadership exercise heightened discretion and professional judgment when participating in public events. The concern is to prevent such events from being exploited for internal political gain. Direct or indirect involvement in national political processes could compromise the integrity of a diplomat’s role and the broader functions of the diplomatic service. This isn’t simply a Bulgarian concern; similar guidelines are routinely issued by foreign ministries worldwide to their own diplomats stationed abroad.
The Ministry of Foreign Affairs remains dedicated to fostering open and constructive dialog with all international partners. It expresses optimism that adherence to established diplomatic practices will continue to be a cornerstone of Bulgaria’s international relations, ensuring a stable and productive habitat for collaboration.
